We are seeking to appoint a Research Officer to join ODI’s Climate Change and Low Carbon Transitions programme. They will provide high-quality research to support the Green Growth Team and the New Climate Economy (NCE) programme’s low-income country programme, joining a group working on low carbon transitions, which has been successful in leading in the development of influential and interesting research, and in international and national policy agendas.

Under the supervision of each of the senior researchers in the team, the post holder will contribute to developing, fundraising for, conducting and managing policy relevant, high-quality and innovative research, policy advice and public affairs initiatives. The Research Officer will contribute to policy research and advisory projects, engage with policymakers in research and advisory processes, and disseminate results.

About you

Research Officer

  • A degree and post-graduate degree in relevant discipline.
  • Strong knowledge of key issues in one or more of: energy and climate policy, green growth, green industrial and green fiscal policy, green finance, urban transitions, and sustainable development
  • Strong analytical skills, including the ability to think critically about primary and secondary literature and perform meta-analytical research
  • Demonstrated ability to translate research into policy-relevant outputs
  • Interpersonal skills, inter-cultural skills and ability to work as a team
  • Ability to work on own initiative, multitask and produce research outputs on short time-frames

We are looking for a Research Officer to work on research and advisory projects covering different aspects of water security. As a Research Officer, you will help develop, fundraise for, conduct and manage research, advisory and public affairs activities under the supervision of the Head of Programme and Research Fellows. We are particularly interested in hearing from those with quantitative research experience in household survey design and data analysis.

About you:

The successful candidate will have:

We are looking for a highly experienced Strategic Learning Manager to provide maternity cover for six months (with a possible extension of three months) in the Social Development team. As a senior member of the Social Development team, the Monitoring, Evaluation and Learning Manager will lead and manage the delivery of learning and monitoring evaluation strategies for an exciting multi-year programme, the Gender and Adolescence: Global Evidence (GAGE) programme.

The Social Development Programme undertakes a wide range of work on gender, adolescence and exclusion, with a strong learning and impact element across many of our projects to which this position will contribute. Amongst these, GAGE is a £26.4 million 9 year programme designed to provide decision makers with an evidence base to make informed policy and programming decisions that can improve development outcomes for adolescent girls in developing countries, including reducing child marriage, violence against women and girls; improved health, education and improved economic empowerment.

About you

As the Strategic Learning Manager, you will be involved in multi-stranded internal project monitoring and evaluation in the UK and with country teams, learning across multiple UK and international stakeholders, developing and quality assuring learning and dissemination products external representation of ODI and GAGE and multiple other reporting and communications functions.

You will have:

  • MA in Development Studies/Gender Studies/ relevant social science discipline, Monitoring and Evaluation.
  • Extensive knowledge and experience of learning, monitoring and evaluation approaches and strategies and their application in development sector settings
  • Knowledge of gender and development sector
  • Excellent experience of donor relationship management and reporting, especially DFID
  • Extensive experience of logframe and theory of change development
  • Extensive experience of establishing complex monitoring and learning systems
  • Substantial experience of project management in multi-year, multi-partner and multi-country projects in the developing world

Our Centre for Aid and Public Expenditure Programme is seeking a Programme Officer to contribute to all areas of project management and project development in CAPE’s Public Finance and Institutions team.

The role will be varied and interesting, and will include all aspects of administrative and financial project management support to projects in the area of Public Finance and Institutions, in particular the Budget Strengthening Initiative (BSI) project. BSI works with Ministries of Finance in fragile, conflict-affected and transitional states such as South Sudan, Liberia and DR Congo, as well as with the Secretariat of the g7+ group of fragile and conflict-affected countries. The role will encompass the development of new funding proposals, operations support and appropriate monitoring and reporting of progress, across a number of BSI programmes and other CAPE/PFI projects. The post will require the management of and interaction with a range of stakeholders both in London and across the BSI/CAPE/PFI networks. The post holder will provide general support and facilitate the flow of information internally between the researchers/advisors, central support departments and externally with a variety of stakeholders.

Purpose of job

  • To provide professional support to the Managing Director and thereby facilitate her ability to perform her role effectively.

Main duties and responsibilities

Supporting the Managing Director - external

· Represent the Managing Director to external contacts and visitors

· Support the Managing Director in managing ongoing relationships with senior external contacts, ensuring that communication is timely, effective and appropriate and that the tone of correspondence is appropriate.

· Act as the first point of contact for the Managing Director, screening initial contacts and responding to enquiries in her absence. Use initiative in deciding whether information is relevant to her, acting on information where appropriate or forwarding on to the relevant person as necessary.

· Prepare correspondence on behalf of the Managing Director, develop an understanding of her working styles and her styles of written communication, and the line that the Managing Director takes on specific issues to inform the content of the correspondence.

· Develop a knowledge and understanding of the key issues facing the Humanitarian and Resilience programmes in ODI in collaboration with the line manager, to enable the post holder to act on behalf of and support the Managing Director as appropriate.

· Responsible for the project management of all funded and research projects undertaken by the Managing Director, managing deadlines, contracts and financial reporting etc.

Supporting the Managing Director

  • Supporting the Managing Director and facilitating her role by managing her diary, ensuring long term strategic items are well planned as well as managing the ongoing reactive workload in line with her expectations and needs;

  • Ensuring that the Managing Director is well prepared for all meetings, briefing her in advance, preparing presentations and providing any necessary information or papers

  • Planning and coordinating the Managing Director’s travel, ensuring compliance with ODI’s travel security policy

  • Assisting the Managing Director in fulfilling her internal management role by proactively managing needs and expectations across the programmes, overseeing the timely completion of her HR responsibilities and preparing her for management meetings

Disasters journal is a major quarterly journal reporting on all aspects of disaster studies, policies and management. Currently the Journal receives 300 manuscript submissions annually which presents challenges in terms of timely peer review of papers and publication of accepted papers.

The post holder will take the lead on production management and editorial oversight in order to enhance the journal's reputation as a leading international title in the field and further boost the profile of the Journal in order to attract highest quality article submissions.

The post holder will lead on the administration and application process for the senior-level course on conflict and humanitarian response.

This is an exciting, high profile position which will provide the successful candidate with an opportunity to develop their professional skills, build their networks, and engage with senior global leaders. The person will play a key leadership role on major projects, undertake innovative research and analysis, and influence the international debate through public affairs activities including publications, media engagement, speaking at conferences, and providing advice to governments and business at a senior level. The postholder will also have the opportunity to develop their own research interests within the team’s broad areas of focus, including designing research projects, obtaining funding and managing resources for delivery.

The role will involve conducting and managing high-quality and innovative ongoing research projects across the NCE partner institutes and helping to conceptualise, design and deliver the cities 2016-2018 global work program. This work programme currently falls across three main themes:

  1. National policy levers to unlock a better model of urban development
  2. Financing the Urban Transition
  3. Economic and business case for a new model of urban development, including transforming Urban Mobility

The research workstream is complemented by a country workstream supporting selected countries at the national level to improve the quality of decision-making on urban transitions to meet national economic, social, and environmental objectives. The person may also help drive aspects of this work programme.

The successful applicant will join a world class team of economists and policy and business experts across the NCE, WRI, C40, and ODI network. The person will initially be responsible for ensuring that the Coalitions 2016 research products meet rigorous research standards and are delivered on time and to budget. He or she will be expected to present Coalition findings at a variety of external meetings including conferences, summits, and donor pitch meetings. The successful candidate will also have some programme management responsibilities. The candidate will also coordinate and help to develop ODI’s broader work on urban and cities.

The role will provide policy advice and support public affairs programmes, broadly within the Institute’s overall strategy and with the aim of inspiring and informing policy. The Senior Economist will execute the work programme and coordinate the delivery of substantive analysis through the core NCE land use partnership, including experts from ODI, World Resources Institute (WRI), Stockholm Environment Institute (SEI),and the Climate Policy Initiative (CPI), connecting to other partner institutes with relevant research expertise, or in-country presence and expertise as relevant. The successful applicant will join a world-class team of economists and policy and business experts.

The Senior Economist will report to the NCE Deputy Director or Director of the Land Use Special Initiative, and be responsible for research, drafting, program management activities, and coordinating NCE’s peer review process within the Initiative. He or she will be expected to present NCE findings at a variety of external meetings including conferences, summits, and donor meetings.

You will play a key role in providing administrative support to the Fellowship Scheme, which places post-graduate economists and statisticians to work for two years within the civil services of developing countries in Africa, Asia, the Caribbean and the Pacific.

You will support the Fellowship Scheme recruitment and placement process, by ensuring each element of the process is completed to the deadlines of the Scheme’s annual cycle. You will also provide support to the Head of the Fellowship Scheme in the day-to-day administration of the Scheme and in ensuring ODI’s duty of care is adequately fulfilled.

Other key responsibilities include:

We are looking for an Operations and Partnerships Manager for the Pathways to Resilience in Semi-Arid Economies (PRISE) research project.

Pathways to Resilience in Semi-Arid Economies (PRISE) is a five-year, multi-country research project that generates new knowledge about how economic development in semi-arid regions can be made more equitable and resilient to climate change.

PRISE aims to strengthen the commitment of decision-makers in local and national governments, businesses and trade bodies to rapid, inclusive and resilient development in these regions. It does so by deepening their understanding of the threats and opportunities that semi-arid economies face in relation to climate change.

The CARIAA PRISE Programme and Operations Manager will oversee the day-to-day management of PRISE and provide oversight and information to the Principal Investigator (PI) and Co-PIs based in Senegal, Pakistan and the UK.

The job will involve complex consortium and stakeholder management, intensive work planning and delivery tracking, oversight of the consortium budget, external representation of ODI and PRISE and many other management aspects involved with an assignment of this size and complexity.

The PRISE POM will ensure the smooth management of work plans, budgets and relationship management, both between members of the consortium, other consortia and IDRC. More specifically the role will involve:

  • Oversight and management of the programme work plan and delivery timeframes in collaboration with the PI and Co-PI’s
  • Lead and manage consortium partner relationships, including ongoing contract set up and management. Maintaining systems for monitoring and tracking partner and project delivery in terms of their work streams and budgets
  • Oversight of consortium partners’ work impact and learning with the PRISE M&E team
  • Enhancing partnerships with donors and with research and operational partners for the project
  • Maintaining management tools for the achievement of the project objectives in close liaison with the PRISE Principal Investigator and Co-PI’s
  • Managing the day to day work programme ensuring strategic prioritisation of tasks and timelines
  • Undertaking duties related to the project as and when they arise.

About you

Essential

Knowledge and qualifications

  • Master’s degree in a discipline relevant to climate change adaptation and economic development

  • Knowledge of climate change policy issues

Experience of donor narrative and financial reporting

  • Experience of research management and co-ordination across partners
  • Knowledge and experience of coordinating reports and donors and knowledge management
  • Experience of working with partners in developing country contexts

Experience

  • Experience of establishing and/or maintaining complex relevant systems and procedures
  • Substantial experience of project development and administration within a development context
  • Experience of donor relationship management, including donor narrative and financial reporting
  • Substantial experience of managing staff to tight deadlines in a team environment

Skills/abilities

  • Ability to travel for periods of 1 – 2 weeks regularly throughout the year
  • Advanced IT skills including excel, word, outlook, PowerPoint and databases
  • Ability to write well and to prepare reports with minimum supervision
  • Multitasking skills in a high-pressure environment

WeWorld is a non-profit non-governmental organization for development cooperation, recognized by the Italian Ministry of Foreign Affairs; we are independent, non-denominational and apolitical. Established in Milan in 1999, WeWorld works in Italy, Asia, Africa and Latin America to defend and promote the woman and child rights.

WeWorld collaborates with a network of other civil-society organizations to give the most vulnerable people a voice on the Italian and international political agenda, and we are involved in the main networks protecting children’s and women’s rights.

WeWorld adopts the approach of human rights as a conceptual and methodological basis for its actions. WeWorld works in seven countries in the development Countries in collaboration with local partners in supporting or implementing projects designed to: protect children, ensure their access to education, to ensure their health and that of their mothers, promote the participation of children, gender equality and women's rights. Education and health are priorities, so the projects are based on a sponsorship program, which is implemented in kindergartens and primary schools for pupils aged 4 to 8.

Work Context

WeWorld works in Nepal since 2010, to promote the universal access to quality education. The program is funded by private funds collected through a Long Distance Sponsorship Program. The action is implemented by local partners, in particular by: Child Workers in Nepal (CWIN), and in rural context by Child Nepal (CN), Global Action Nepal (GAN) and Nanghshall. The action aims to support the primary education in the intervention areas improving the environment of schools, the quality of the education to 12.000 children, improving the school infrastructures, training the teachers, involving the community in the school management. The 25th of April an Earthquake has had a devastating impact that caused a lot of damages and destruction in many districts of Nepal with 14 districts identified as most affected by the Ministry of Education. Out of the most affected district there are Sindhupalchock, Kathmandu and Kavrepalanchock, were We World was working since 2012. In these areas a high percentage of schools have been reported damaged and with a consequent impossibility of the children to resume classes in the short term. The action was focusing on emergency response for education, in order to assure the access to education to more than 5000 children. We World has supported the construction of 60 Temporary Learning Centre (TLC). The TLC are a space where the children can feel a sense of safety, structure and predictability, where they can play and spend time with their friends and a place where caring facilitators can help them releasing any stored distress they are feeling. Ending the emergency phase, We World has started a project of reconstruction and rehabilitation of schools in the target areas. The constructions of schools is done respecting international and national standards under a regulatory body, the National Reconstruction Authority. WeWorld operates mostly in remote areas with the engagement of local communities and authorities.

In 2016 WeWorld started implementing PEAK! Partnership for Equity and Access in Kapilbastu, a project funded by the European Union with the objective to enhance capacities of 18 local CSOs to promote equity and quality early childhood and basic education. The project is realized in collaboration with local partners.

Scope of the job

  • To ensure the proper follow up of the admin and reporting procedures of the WeWorld action in the developing country, to guarantee the transparency and the traceability of the economic and financial data flow.
  • To support and following the admin and finance capacity building of the WeWorld office abroad.

Main responsabilities

1.Project’s accountancy and financial reporting monitoring: 40% of working time:

  • Support WeWorld’s implementing local partners in Nepal managing the project accountancy:.

  • Perform ongoing sampling checks, as part of informal monitoring, on the eligibility and appropriateness of project/partner expenditure and whether the procedures under the co-funding contract have been applied correctly

  • Ensure that the financial reports prepared by the partners are properly compiled ,submitted in time and in line with WeWorld ‘s financial norms.

  • Support the project administrator and Project Manager (PjM) in the administrative management of projects implemented directly by WeWorld, ensuring that the procedures applied are consistent with WeWorld’s / donor’s.

    2.Project’s financial monitoring: 40% of working time:

  • Support WeWorld’s implementing local partners in Nepal in the projects financial management: definition of the project budget, budget follow up and expenditure projection.

  • Ensure a progressive assessment of the partner in terms of financial capability and autonomy; draft a training program to enable the partner to acquire more confidence in terms of reporting and budgeting;

  • Support the Project Manager and project administrator with the financial planning, handling budget amendments and planning the requests of funds to the HQ

    3.Office financial management: 15% of working time:

  • implement all financial office procedures: assure the cash forecast, the management of the cash flow, the relationships with the bank, the financial authorisation of the expenditures

  • participate to the financial management of the office in collaboration with the Country Representative: drafts and updates, budget follow up and projection.

  • acquire the basic knowledge of the Financials and Fiscal rules and regulation with the support of the Local Charter Accountant in order to ensure the respect of the mandatory dead lines and avoid payment of penalties

  • Supervise the accounting and administrative document filing Ensure the monthly closing and the transmission of all documents before the 10th of the following month to the WeWorld headquarters in Milan; implement all the human resource procedures , assure the payment of the salaries and income taxes and update the staff files.

    4.Support the Country Representative and the Program manager 5% of working time:

  • Ensure the implementation of the staff regulation in the office and that each disciplinary action is documented, justified, compliant with the law and staff regulation

  • Manage the logistic of the office with the support of the Country Representative

  • Contribute to the improvement of the Local Office different departments from the administrative and financial point of view, sharing experience and training the staff

  • Support the Country Representative in complying with the legal and administrative requirements impose by the Law of Nepal on INGOs

Qualification and experience

  • Bachelor’s degree in business administration or management

  • At least five (5) years of relevant overseas experience providing administrative support, financial management and logistic support in International development projects;

  • Previous experience in monitoring partner NGO financial reports

  • Experience in the management of the project funded by main donors (es. EU and UN)

  • Experience in development project in Nepal will be considered a plus when establishing the ranking.

  • Experience in human resource management (training and development);

  • Experience of working in team and supporting the partners in all financial and administrative issues of the project.

  • Willing to work on close support to the partners central and field branches, with frequent and extended field visit missions.

  • Italian Mother tongue, Fluency in English

  • Proficiency in MS Office applications especially excel and in using a double-entry accounting system

Skills

We are looking for a Programme Officer to join the Research and Policy in Development (RAPID) Programme.

RAPID aims to promote greater use of research-based development policy and practice through a deep understanding of the relationship between research and policy and development of appropriate tools and approaches for the different actors that take into account the complexity of the relationship.

You will provide administrative and financial project management support to research staff at every stage, from proposals to completion, on a wide range of projects. As well as providing general support the programme and facilitate the flow of information internally between the researchers and central support departments and externally with a variety of stakeholders.

Other key responsibilities include:

  • Support project leaders in the preparation of bids and proposals (with financial and other documentation).

  • Project, financial and contractual monitoring (in support of project leaders).

  • Programme coordination and administration.
